NEW DELHI: The National Rozgar Mela and Mission Karmayogi have institutionalised the government recruitment process and capacity building efforts respectively, minister of state for personnel Jitendra Singh said here on Friday. He underlined that the two unique reform initiatives visualised by Prime Minister Narendra Modi are now integrated with the appointees inducted via Rozgar Mela being extended the benefit of capacity building through Karmayogi Prarambh, an online module of courses meant to impart training to new recruits.
The minister, who was addressing the media on the achievements of ministry of personnel, public grievances and pensions over nine years of Modi government, said the government has prioritised making its recruitment process faster, transparent and unbiased. On the capacity building front, Singh said the department of personnel, through Mission Karmayogi that started off as a capacity building programme for civil servants, was trying to chart out a plan whereby every section of government employees has access to a training module suited to their requirements. He added that training institutes across the country are being integrated so that they don’t work in silos and can reinforce and supplement their resources.
As the country prepares for the year 2047, Singh said the capacity building efforts of Mission Karamyogi would be focused on the nearly 10 lakh recruits set to be hired through National Rozgar Mela initiative, as “the next 25 years belong to them”.
Singh said the way forward would marked by innovative changes in National Rozgar Mela, a more robust capacity building & training framework for civil servants, more use of technology including Artificial Intelligence in the training modules and regular holding of ‘chintan shivirs’ (brainstorming sessions among employees of different Central ministries of government departments) to enable free exchange of ideas.
The junior minister recalled that the Modi government had withdrawn or amended several outdated rules, including amending the Prevention of Corruption Act to reflect the Modi government’s zero-tolerance approach to corruption. Keen to raise representation of women in government, DoPT had updated rules relating to child care leave and maternity leave etc to help them balance their work and family life.
Complimenting the department of administrative reforms and public grievances for undertaking Swachhata campaigns in government offices, Singh recalled that it had freed up nearly 90 lakh sq ft of space and brought in a revenue of Rs 371 crore through disposal of scrap. He further said the average time limit for disposal of public grievances was down to 17 days from 32 days in 2021.
Terming introduction of digital life certificate for pensioners — now using facial recognition technology — a major reform for senior citizens, Singh said while 38 lakh pensioners had availed of this facility in 2022, the effort was to increase this figure to 50 lakh by organising awareness workshops across 100 towns and cities in November this year.
