Parliament has passed the historic Women’s Reservation Bill, which provides 33% reservation for women in Lok Sabha and State Assemblies, thereby providing one of the biggest push for gender equality and women empowerment across India. Except for two, all MPs supported this bill, providing an overwhelming majority and support, seldom seen in India.
Although there are some controversial elements in the bill, that needs more debate and modifications in the future, but the passage of this bill is historical, and impactful, and will empower women across India to come forward, and participate in nation-building with full vigor and enthusiasm.
We asked women entrepreneurs and leaders, change makers about this development, and recorded their reactions.

In our maiden ‘Women in Leadership’ report launched in September 2023, we highlighted the under-representation of women across academia, corporations and the shift in mindset needed to bring equal representation. Women make up half of the world’s population and are a formidable force with immense capabilities and unique perspectives, and yet they do not get equal opportunities as men do. Imagine this – why does a woman alone need to take a parental leave and take care of the baby, when the man can take work trips? We need to make a fundamental shift across policies, governance, the way we deploy these policies and unintended bias.
As Sheryl Sandberg once said, “In the future there will be no female leaders, there will just be leaders” and this needs a shift in mindset in men, and women.
In this context, The Women Reservation Bill is an affirmative step, and will encourage academia, corporations and societies to follow suit. However, the government also needs to revisit its approach to women and their career across other statutes, right from the factories act to parental benefits act.
