SRINAGAR: The Union Ministry of Home Affairs on Friday ordered the appointment of Rashmi Ranjan Swain, special DG CID, as in-charge Director General of Police, Jammu and Kashmir, in the wake of the superannuation of incumbent Dilbag Singh — the longest-serving DGP of J&K — on October 31. Swain will take over as the J&K DGP from November 1 in addition to carrying out his existing duties.
Swain, a native of Odisha, earlier served as police chief of Jammu as well as Srinagar cities and had an extensive tenure of 15 years on central deputation.He was also the SSP of Ramban, Poonch, and Leh. He has worked in the J&K Vigilance Organisation between 2004-06 as AIG and DIG. He returned to J&K after being appointed ADG (CID), J&K Police, in June 2020, replacing senior IPS officer B Srinivas, now DGP Puducherry. Earlier this year, Swain was elevated to the position of special DG (CID).
Swain has strived tirelessly to break the separatist ecosystem in the Union Territory besides keeping an eye on terrorist sympathisers. He broke the nexus between Pakistan and non-political platforms like the Kashmir Bar Association to subvert the legal system. His reports led to the dismissal of terrorist-friendly government employees. He also destroyed links between various so-called civil associations and terrorist-separatist networks.
“With the approval of competent authority, Shri R R Swain, IPS (AGMUT 1991), presently posted as Special DG (CID), Jammu & Kashmir, will also function as in-charge Director General of Police, Jammu & Kashmir, in addition to his existing charge with effect from 01.11.2023 and until further order,” the appointment order stated.
